Velibor is a perceptive strategist with nearly 30 years of experience in public and private roles in finance, economics, capital budgeting, greenfield and brownfield investments, public-private partnerships (including concessions), value-for-money methodologies, entrepreneurship, social development, and structured investments.
He has been engaged in numerous projects funded by international financial institutions (IFIs), developing and aligning the vision and goals of government and semi-government organizations for capacity building, implementing various projects and initiatives, and making changes to the regulatory framework.
Significant projects and engagements include:
· World Bank State Financial Institutions Strengthening Project: Supported the Ministry of Finance in developing and implementing solutions at the Postal Savings Bank, the Development Fund of Serbia, and the Export Credit and Insurance Agency (AOFI), implementing the government’s capital market development strategy, and coordinating with the Ministry of Finance, the Deposit Insurance Agency, and selected consultants in preparing a strategy for resolving and selling non-performing loan portfolios.
· UNDP Project for Improving Investment Planning and Monitoring: Served as a financial consultant for capital investments, as the project leader in creating the capital budget for the City of Belgrade, and as a consultant in the process of establishing local public revenue management, leading several teams training local municipalities on UNDP capital budgeting.
· Deputy Secretary in the Secretariat of Finance of the City of Belgrade: Collaborated with Moody’s rating agency in preparing the credit rating of the national capital, and played a significant role in the development and successful conclusion of the PPP for Vinča, public furniture, and public transport PPPs.
