The subject of the project, or the PPP contract, is the production and delivery of thermal energy over a 15-year period by the selected Private Partner to the Public Partner, which in this project consists of the city heating plant JKP “Standard Vrbas” (public entity 1) and the Municipality of Vrbas (public entity 2). The project involved the reconstruction of existing substations and the installation of new condensing gas boilers powered by natural gas, along with all necessary accompanying installations at five locations.
The primary motivation for implementing this project was to ensure more efficient production and safer supply of thermal energy. One of the most significant goals was the reduction of CO2 emissions and other harmful particles associated with the use of fuel oil as an energy source. Protecting the environment and the health of citizens remains among the top priorities for the Municipality of Vrbas.
The Public-Private Partnership (PPP) is structured so that the Private Partner:
- Fully finances and assumes complete responsibility for implementing the proposed project.
- Manages the boiler plants and delivers thermal energy to the Public Partner for a maximum contractual period of 15 years at a pre-agreed price.
- Bears full responsibility for investment management and achieving the project results.
