The subject of the project, that is, the PPP contract, is the production and delivery of thermal energy for a period of 15 years by the selected Private Partner to the Public Partner, the municipality of Šid. .  The supply of energy was preceded by the removal from use of harmful energy sources such as fuel oil and coal, the reconstruction of existing boiler houses, and the installation of new gas generators and connection to the natural gas distribution system. With this project, the municipality of Šid ensured integrated project management by a private partner, as well as reliable supply of thermal energy and adequate thermal comfort in 24 public buildings. For the municipality of Šid, achieving a positive ecological effect through the reduction of emissions of pollutants into the environment (carbon dioxide, sulfur dioxide, nitrogen oxides, oil monoxide, hydrocarbons) was of great importance.

The obligations of the private partner are to:

• finances the implementation of measures for the installation of new gas generators;
• after the implementation of the measures, during the duration of the PPP contract, it maintains the newly installed and reconstructed thermal energy production system in a fully functional state;

Performs communal activities (in the sense of the Law on Communal Activities “Official Gazette of the RS”, No. 95/2018) and energy service (in the sense of the Law on Energy „Sl. Glasnik RS“ No. 40/2021) of producing the required amount of thermal energy for heating the subject public facilities;

Engaging Negawatt Solutions:

• Consulting services, which primarily refer to activities that were necessary to implement, in order to submit a complete, sustainable and correct offer;
• Organizational and technical management of the project during the execution of works;
• Drafting of project-technical documentation;
• Execution of works (installation of 25 gas boiler rooms, i.e. gas heat generators for external (facade) installation with switch, distribution and collection set, flue set, HPV, condensate neutralization, control unit, gas connection, metering and regulation station, internal gas installations);
• Obtaining all permits, consents and connections necessary for putting the facility into operation.
