The subject of the project, that is, the PPP contract, is the production and delivery of thermal energy for a period of 15 years by the selected Private Partner to the Public Partner, which is the municipality of Kula. The basis of this public-private partnership project proposal is the substitution of expensive and environmentally unacceptable fossil fuel in use – fuel oil and coal – with a more affordable and environmentally friendly energy source – natural gas in 10 public facilities.
The public interest in the execution of the proposed project according to the public-private partnership model is reflected in the following:
- mobilizing private investments in public infrastructure and minimizing financial and operational risks for the public partner;
- integrated project management by a private partner;
- reliable supply of thermal energy;
- reduction of costs for the production of thermal energy, as well as the costs of maintaining the mentioned systems;
- reduction of the emission of pollutants into the environment (carbon dioxide, sulfur dioxide, nitrogen oxides, oil monoxide, hydrocarbons);
Engaging Negawatt Solutions:
- Consulting services, which primarily relate to the activities that were necessary to implement, in order to deliver a complete, sustainable and correct offer;
- Organizational and technical management of the project during the execution of works,
- Drafting of project-technical documentation;
- Execution of construction, mechanical and electrical works (installation of 10 gas boiler rooms, i.e. gas heat generators for external (facade) installation with switch, distribution and collection set, flue set, HPV, condensate neutralization, control unit, gas connection, measurement and regulation station, internal gas installations);
- Obtaining all permits, consents and connections necessary for putting the facility into operation.
