PPP Project on Energy Service for the Implementation of Energy Efficiency Improvement Measures and Guaranteeing Savings in Operational Costs at the Municipal Administration Building in Bečej

The initiative to launch a public-private partnership (PPP) project on energy services for implementing measures to improve energy efficiency and guarantee savings in operational costs at the municipal administration building followed a detailed energy review (DER) of the municipal administration building in Bečej conducted by the Municipality of Bečej.

The client and investor of the DER – the United Nations Development Programme (UNDP Serbia) – has engaged Negawatt Solutions LLC from Belgrade to draft a proposal for this project.

The project is based on a financing model that allows for the financing of reconstruction measures from the achieved energy savings, known as the Energy Performance Contracting (EPC) model.

Through the EPC financing model, which is applied for the complete energy renovation of public buildings, guaranteed energy savings are achieved, along with savings from the public sector budget, eliminating the need for state credit borrowing for investing in energy efficiency measures.

The goal of the project is to introduce energy-saving measures by implementing a set of measures (construction, mechanical, and electrical) to achieve savings in ongoing expenses for electricity and heating energy, as well as in operational maintenance costs.

The project ensures guaranteed energy savings and contributes to environmental improvement through enhanced air quality. By substituting old systems with new condensing boilers powered by natural gas and highly efficient heat pumps, it positively impacts the reduction of CO2 emissions and various other harmful particles.

The total amount of CO2 emissions reduced by this project will be 113.50 tons, with an expected annual savings of 50%, while future emissions from the combustion of natural gas and the use of electricity for operating the heat pumps will amount to 113.73 tons per year.

Considering all the above, this project is of exceptional importance due to its socio-economic and ecological value.
